Danny Haynes turned matchwinner for the second successive derby, scoring twice after coming on a substitute to give Town a first home win over Norwich since 1998.
The teenager, who scored a 90th minute winner at Carrow Road last season, headed in a Gary Roberts' cross with his first touch on 76 minutes, then wrapped up the points with a right foot finish in added on time after Matt Richards had set him up.
Luke Chadwick, who was later stretchered off, put Norwich in front midway through the first-half after a mistake by Richards but Sylvain Legwinski slid in a more than deserved equaliser just before the break.
Owen Garvan was in the 16 for the first time this season after recovering from illness while Mike Pollitt and Matthew Bates came in for their debuts after joining on loan this week.
Blues started impressively and Gary Roberts got on the end of a Richards' pass only to be denied by Dickson Etuhu.
Bates found Canaries' keeper Paul Gallacher with a cross as Alan Lee challenged, then Lee spun and shot well wide from 18 yards.
Town continued to carry the game to the opposition and Legwinski was denied by a Gary Doherty block before Pollitt was called into first action, taking a Darren Huckerby free-kick at full stretch.
Town were almost ahead on 10 minutes, Roberts' shot was deflected by Adam Drury over Gallacher but Jason Shackell was on the line to head the ball away.
Roberts' pace and trickery caused the Norwich defence problems all through the game and it needed another desperate block to keep out his goalbound effort after Richards had released him down the right.
Lee had a gilt edged chance to open the scoring midway through the half, heading over from Bates' excellent cross but against the run of play the visitors took the lead, Huckerby's cross not cleared by Richards and Chadwick doing the rest from six yards.
Town were briefly down to 10 men when Jason De Vos suffered a cut above his eye and almost conceded a second when Etuhu headed goalwards from eight yards but Dan Harding made the block.
Gallacher then saved from Roberts with Blues having a penalty claim turned down after Doherty wrapped his arms around Lee before Town levelled six minutes before the break, Roberts and Billy Clarke combining well to set up Legwinski who made no mistake from five yards.
Clarke fired over, then wide, then was denied by a brilliant Doherty tackle inside the box as Blues finished the half strongly.
Clarke was immediately in the action after the break, weaving his way in and out then testing Gallacher with a low shot, the 'keeper making the block at the near post.
The Norwich 'keeper then beat out another Clarke effort with Richards blazing the ball over the bar from the rebound.
Roberts sent a free-kick over after Walton had been pulled down on the edge of the box, then Lee was denied by Gallacher's flying punch as he looked to get on the end of Harding's cross.
Rob Earnshaw had hardly had a kick, well marshalled by Alex Bruce, but the Welsh international lost his marker from Jurgen Colin's cross and should have scored with a header from six yards out instead of burying the ball in the Greene King Stand.
Dion Dublin, on as a substitute for Andy Hughes, sent a header over before Town boss Jim Magilton made his first change, Haynes on for Clarke 15 minutes from time.
The teenager's first touch was to put Blues' ahead, thumping a header past Gallacher from Roberts' cross.
Pollitt threw himself at Earnshaw's feet to smother the striker's close range shot six yards out before Norwich made a second change, goalscorer Chadwick carried off on a stretcher, Robert Eagle replacing him.
Lee had a header cleared off the line by Etuhu, Roberts cracking a shot on to the roof of the net, then Shackell denying Lee.
De Vos did well to divert a cross behind goal as Norwich carved open the Town defence as the game entered added on time but Blues sealed a deserved three points with a clinical finish from Haynes.
