Town moved above Norwich in the table with goals from Jimmy Juan and Danny Haynes giving Blues a well deserved three points at Carrow Road.
The Canaries took the lead on 32 minutes when Jonatan Johansson lifted the ball over Lewis Price after beating the offside trap.
Town responded five minutes later with Juan's free-kick taking a deflection off Johansson and beating Robert Green.
Blues should have had a penalty when Green took out Haynes on 72 minutes but Town had the last laugh, the 18-year-old striker diverting Alan Lee's header over the line from close range just three minutes from time.
Price came in for Shane Supple, who dropped to the bench after being hit with a stomach bug at the end of the week. Gavin Williams also returning to the Town line-up following a knee injury.
Norwich unveiled new £3.5m signing Rob Earnshaw but the Wales international rarely got a look in during the opening 45 minutes that was mainly controlled by Blues.
Earnshaw did force a save out of Welsh team-mate Price after Alan Lee had tested Robert Green in the Norwich goal with a 12 yard shot.
Juan had a shot blocked on the line by Youssef Safri after Jason De Vos had headed down a corner, then Darren Currie showed great skill to volley goalwards from 25 yards, Green making a smart save.
Matt Richards breathed a sigh of relief when his header from Safri's free-kick was inches wide of going in his own net but it was Town who dominated the play and the outstanding Currie had another shot held by the diving Green.
Johansson tested Price with a stinging shot while at the other end Richards smashed a volley against the post after the ball had fallen to him on the edge of the penalty area.
Norwich took the lead on 32 minutes, Johansson beating the offside trap and lifting the ball over Price to register his first goal for the Canaries following his move from Charlton during the January transfer window.
Town were level within five minutes though. Danny Haynes, on for the injured Williams, was fouled on the edge of the box and Juan's free-kick beat Green after being deflected off Johansson's head.
Juan fired wide soon after before Norwich missed a glorious chance to go in at the break ahead, Rehman hooking the ball over the bar from a yard.
Blues continued to dominate the play, Lee sending a header straight at Green from six yards after more good work by Currie then the Norwich 'keeper saved well from Richards' low drive.
Owen Garvan, whose performance belied his 18 years, found Lee with a pass and his flick on saw Haynes gallop into the box and beat Green with his header, Rehman making the clearance as the ball headed goalwards. The Norwich 'keeper took out Haynes with his challenge and it looked a penalty.
Garvan picked up a yellow card for a foul on Earnshaw before Johansson hit the post after Paul McVeigh had sent an overhead kick into the box.
Town continued to look the more likely winners and the decisive moment came three minutes from time, Richards' cross met at the far post by Lee and Haynes and Gary Doherty contested the knockdown three yards out with the ball spinning into the net.
